Η Judith Kerr γεννήθηκε στο Βερολίνο, όμως η οικογένειά της έφυγε από τη Γερμανία το 1933 για να αποφύγει την άνοδο του Ναζιστικού κόμματος και εγκαταστάθηκαν στην Αγγλία. Σπούδασε στο Central School of Art ενώ μετά εργάστηκε ως κειμενογράφος στο BBC. Παντρεύτηκε τον γνωστό σεναριογράφο Nigel Kneale το 1954. Σταμάτησε να εργάζεται για να αφοσιωθεί στην φροντίδα των δύο παιδιών της που την ενέπνευσαν μεταξύ άλλων και για τη δημιουργία του πρώτου της βιβλίου, "The Tiger Who Came to Tea".To βιβλίο εκδόθηκε το 1968 και κυκλοφορεί για πάνω από 40χρόνια! Έχει γράψει και εικονογραφήσει πάνω από 20 βιβλία. Έχει τιμηθεί με το παράσημο του Τάγματος της Βρετανικής Αυτοκρατορίας από την Βασίλισσα της Αγγλίας.
